Four structural requirements the platform had to meet.

None of these were technology-choice problems — they were business requirements tied directly to productivity, compliance, and staff satisfaction. A greenfield build was needed to design them so they all hold at once.

Built by hand, each round takes hours and gets siloed to individuals, so quality varies by person.

Checked manually, gaps like missing night-shift certs slip through and create compliance risk.
Complex work rules
Try to satisfy consecutive-day, rest, and leave rules at once, and no one can track every constraint by hand.
