GovFlow is a mobile app that unifies government operations running across the bureau–division hierarchy. From directives, official documents, meetings, and tasks to notices, it brings work once scattered across paper and word of mouth to completion on iOS / Android.
“Directive delivery, document circulation, task management, and information security” — the story of launching a new platform, built in-house from scratch in 8 months, satisfying all four axes the government front line needs at once.
The Public-Sector DX Agency is a public-sector organization driving the digitalization of government operations. Within a hierarchy of bureaus and divisions, an enormous volume of directives, official documents, meetings, and tasks moves back and forth every day.
Previously these relied on paper, phone, and in-person contact. To achieve both speed and accuracy on the front line, we moved the core of operations onto a mobile app and built from scratch a mechanism where information flows automatically along the organizational hierarchy.
None of these were questions of technology choice, but business requirements tied directly to decision-making speed, front-line productivity, organizational governance, and information security. Building anew from scratch demanded a design that made them all hold true at once.
Together with the Public-Sector DX Agency, we built four domains from scratch, in-house: directive delivery, document circulation, task management, and information security. Each domain operates independently while connected by a single axis — the organizational hierarchy.

This foundation continuously produces business outcomes — decision-making speed, reliable document processing, organizational governance, and information security — not technical metrics.
